TThe ONU Convention on the Rights of the Child
dated 1989 corroborated the principle:
- of the respect of the right of the child to preserve his
or her identity, including family relations. (art. 8)
- of the necessity of continuity in a child's upbringing,
when a child is deprived of his or her family environment.
(art. 20)
- that the States Parties that recognize and/or permit the
system of adoption shall ensure that the best interests
of the child shall be the paramount consideration. (art.
21)

The Hague Convention on protection of children
and co-operation in respect of intercountry adoption designed
Central Authorities to discharge the duties which are imposed
by the Convention (ch.3) and that their task is to "co-operate
with each other and promote co-operation amongst the competent
authorities in their States to protect children". (art.
7)
Noticing
- the high number of separations between natural
brothers and sisters that happen when children are adopted
by different families who live in different states, or also
by different families who live in the same state
- the impossibility for the adopted child to maintain relations
with natural brothers or sisters who live in foreign states
We ask
The presidents of Central Authorities of foreign
States in the matter of intercountry adoption
The accredited bodies of non signatary States of the Hague
Convention dated 1993
1 - that the principle of non separation between natural
brothers and sisters in the matter of intercountry adoption
be respected
2 - that the right of the child to maintain relations with
his or her natural brothers or sisters who live in foreign
states be respected
